From 2008 to 2011, the city of Donostia/San Sebastian presented its candidacy to become the European Capital of Culture. Throughout different phases, a team of people who envisioned a city free from violence and a cultural project based on coexistence between different groups (cultures, origins, activities, ways of life) as a driving force for change developed a project grounded in the energy of the waves of citizen participation.

Soinulabor is a programme aimed at training and supporting local cultural agents which, through live arts and music, connects professional practitioners with local amateur agents to promote projects with greater social impact.
