Kbulegoa
Kbulegoa is a public service for supporting, assisting, and accompanying the cultural and creative sector of Gipuzkoa. It offers guidance to individuals, collectives, and organisations in the territory—whether amateur or professional—helping them shape their projects professionally and submit them to the various existing public funding schemes.
I understand that there is a gap between the cultural and creative sector and the technical staff working within the department, both in terms of the logic behind the creative and artistic processes of the projects and their production, and in terms of the institutional technocratic and bureaucratic logics. Kbulegoa emerges as a bridge between public policy and the creators and agents of Gipuzkoa. It acts as a connector between the needs of the artistic sector—its processes and projects—and public policy, thanks to professionals with experience both in the public sector and in project development.
Especially after the pandemic, the service was restructured and its offer was defined across three levels: training, promotion, and mediation in the professional preparation of projects.
A programme design was developed in alignment with these service levels, with initiatives such as SUKALDEA (“kitchen” in Basque), where professionals were invited to share their projects or good practices as “recipes” for project development, and IBILBIDEAK (“itineraries” in Basque), a series of training monographs focused on preparing and presenting projects for public funding calls.
